i have seen some pictures in the about me section of peoples profiles

Anyone no how to do it

It works just like in the forums. You just need to write the following:
{IMG}http://yourpicture.jpg{/IMG}
(but replace the braces by square brackets!)

where you have put 'your picture' is that where the link goes?

Yes, for example to display your profile's picture it would be:
{IMG}http://www.funkysnooker.com/userpictures/samj147-4055.jpg{/IMG}
(replacing the braces by square brackets again)
