i dont know whether this has been implemented before, but this rule will come in handy.
when your opponent is snookered , and in his 1st attempt , if he tries to counter it , but fails to do so without touching any balls , the ball can be shifted back the spot where the cue ball is , where it was snookered , and the player will be asked to retake his or her shot. this will continue till the player has made contact with a ball.
This would really help , especially when u need snooks to win the game. i hope this can be implemented in the game.

If I understand the foul and a miss rule properly, it can only be called when the referee deems the player to not have tried as hard as he could to hit the ball. In this case, foul and a miss is called and the balls are replaced.
Tell me, how is the Funkysnooker game engine supposed to determine if a player has tried as hard as possible to hit the ball? This gets even harder to determine when you take into account the different skill levels.
A difficult shot for an Intermediate may be an easy shot for a Virtuoso. Therefore, even if the Intermediate misses the ball, he or she would still have tried as hard as possible to hit it. If the Virtuoso misses the ball, he or she may not have tried as hard as possible to hit.
This kind of thing is near impossible to implement, and in my opinion, would make the game worse, not better.

no mate the foul and a miss can be called when he fouls and misses the thing about the rule is if the referee thinks the snooker is so hard to hit and the player gets quite close to it he calls just a foul.
By the refree calling a foul instead of a foul and a miss the balls cannot be replaced
hope you understand (thats what i think it is anyway

No, he was right in the first place, its when the referee deems that they couldn't do/try any better to get out of the snooker.

Nope, because if its a basic snooker and easy to get out of, the shot can be called a miss if they miss it no matter how close they were.

"A miss is called if the referee thinks a player has not made a good enough attempt at striking a ball," the world's top snooker referee Jan Verhaas told BBC Sport."
