I play my friend mainly on Arcade and when I win I get about 2.0 added onto my ranking but when I lose I lose 6.0 from my ranking! So I have to win 3 in order to recover a loss!

So over the past few days when we have been pretty even and we have drawn about 10-10 I have lost oevr 30 points from my ranking.

I did have a ranking of about 698 but now it's down to 678 but overall I haven't lost.

Why is this?

Well he must have a rank less than yours, at your current ranking, you are expected to win more than lose against your friend. I suggest you play friendlies against your friend if your bothered about ranking points, and play ranked games against opposition who have higher ranks.

1) The comparative rule: your score increases for winning and is decreased when you lose.

If a high ranked player beats a lower ranked player, their score will not change much (as they are expected to win).

However, if a low ranked player beats a high ranked player, their score will change a lot more.

This system means that regardless of the ranking of your opponent you will gain and lose points just as easily. So there is no reason not to play anyone!
