I think that if you are winning a game when the time runs out, you should go through the round.

If you are playing newbies in an original speed tournament that take their time on shots and tend to miss a lot, this gives you less time to finish up all the balls just to get yourself through.

It also stops people getting less bye's in the next round/s which makes it fairer to all players.
