Not sure whether I'm in the correct section but here goes. I bought a new mouse and when I'm in game, no matter how hard I try, the power only goes up about half way. The mouse sensitivity seems fine when browsing etc.
Is there anything in the control panel that can sort this?

is your mouse too slow? try speeding it up a touch, can go to practice table then.
Control Panel > Mouse > Pointer Options
then change speed testing each slide once your happy press "Apply" and your done

Rats are generally slower than mice because of their size in comparison, so perhaps invest in a rat and you may find that your problem will be resolved.

That isn't the problem, even when I turn it right up it has no effect with cue power. I tried altering the sensitvity. Quite strange.
