Random shot time limit penalty

I know this has been said before on the forum but as nothing has happened with it since then I want to say it again.
I just played someone in the micro tournament and he potted the frame ball with a random shot time limit penalty. Some people say luck is part of the game but I don't think thats what they mean with it.
I think it's better if you would just get penalty points for taking too long for a shot instead a random shot. The random shot could turn out to be in your advantage so how does that make sense?
Since there already is a points penalty for this in power, I don't think it should be too difficult to implement it in the other games too. In power it's 20 points, I would say something like 8 points in arc and 10 points in reg and orig.
