I'm not sure if this issue has been brought up before, but why does the decision of who goes first in the event of a re-spotted black, get chosen randomly?!

Even weaker players on here don't struggle to pot first time in a re-spotted black situation so to get chosen to go first is a HUGE advantage to any player. Surely a 'lag' (like used in at the beginning of Carom) would be more appropriate to determine who goes first.

Seems unfair to tie on points with an opponent and the result of the game be decided randomly.

Because the game tries to follow the proper rules as closely as possible and the real rule is a coin toss to decide who gets the first shot.

The only time this game goes away from the real rules is where it is very difficult to code that.
