An example, if someone joins your room and deliberately losing against you, you haven't *actively* cheated, however it breaks our guidelines for gaining rank. Basically it's a polite term that covers all scenarios.

What happens if you don't know your opponent has deliberately missed and you go on to make a 80+ frame winning break?
Just wondering because in my view you think their is nothing wrong and you have earned the win rather than someone letting you win.

if we lose ranks because someone else is cheating surely we should get them back because if a 900 is playing a 500 who is cheating it clearly says he must leave but he would lose well loads of ranks so it is a bt unfair

How would that work? They could only cheat against you if you was cheating aswell, so the game would be fair in that instance.

If you sit there taking 100 wins of someone deliberately losing of course we'll reset your score, even though technically you've done nothing. If in doubt, play it safe and don't stay in the game.
