If you just open up the norton control pannel, (I dont have it installed so this may be abit rough)
Then if you go to the tab 'Firewall' Then it should come up with a list of things and i;m guessing next to each of them it says 'Allow' 'Block' Scroll down and find where it is blocked then right click 'Allow' Then it should be fine
But like I said I do not use it so I might be abit different but i'm guessing they all work in the same way!

There is very little information to go on like for instance which Norton AV product/browser/OS/Java you are using.
If it is just straight Norton Anti-Virus 2009 - this does not have a firewall (I believe) so it is unlikely to be that. I assume that you have already tested your Java via the help page: http://www.funkysnooker.com/help/playing_problems
Maybe you can get some help via the Norton Community Forums http://community.norton.com/norton/
Other than that, it looks like a 'spinner' job sorry

Ok - here is a link that might help: http://www.symantec.com/en/uk/norton/support/kb/web_view.jsp?wv_type=public_web&docurl=20081209093552EN&ln=en_UK - it will probably come down to following step 2.
Hope it gets resolved soon for you
