From a members point of view, it might be, but this does help mods/admin. Because if people were on a final warning, they could delete, start a new account on a clean slate, as the account is gone off the system. De-activating accounts gets rid of this problem.

plus someone could delete then someone else takes on the name and all the former person's friends get confused
