Can some1 give a definition of over rated and under rated?

Because if you are talking about a footballer, Lets say Ryan Shawcorss he is under rated and does not get the credit he deserves and has a lot of talent but does not get hyped up.

Then there is fernado torres you see his goal scoring record and how much he has gone for in transfer windows and you think he must be brilliant but in reality is not very good and that is why he gets called over rated.

So i will say Mirrrr andbudweiser is under rated big style on carom. But i won't say who is over rated as every1 be on me.:P
