Are players that have not been a member for a month aloud in the league now?

As far as I know, anyone who is in the team at the beginning of the season is allowed regardless of how long he's been there or how many games he's played.
If you sign someone in the middle of the season, they have to be non-newbie in at least one game type. (dgen can confirm/correct)
