Yes, any new clan is completely unrelated to this season's clan league.
If you join a new clan, you can still complete the season for your current clan.

the reverse is also true, those not in current clans (a clan in the league) can join one until end of season (if your not currently in a league clan).
if they was in a clan in that season depending on when they left the most they could miss half the season, narrowly slowing down until transfer window comes (now 3 weeks away roughly) after transfer window though you miss out altogether if you switch clans (from one clan in league into another clan in league).
