Well its easier for the default panel to decide because if a game does not get played after sub after sub after sub then how do you know who's fault it was for the game not getting finished?

We want to avoid defaults. Limiting subs creates more defaults. You'll have two active players on ready to play, but have run out of subs to make...

Continually subbing counts against a team when a game goes to defaults, because it's much harder to arrange a game that way.
