I dont know any more than the average user, like most people i actually pay attention to what admin write on the issue, rather than just randomly posting without checking the forums first.

But then again you already know that since i said it in the post you quoted yourself!

EDIT: well iv complained about multi users and seen people complain about moderators and people with a lot of abandoned games and nothing has happened to them, so i am paying attention

Abandoned games are there to warn users that this particular user has a record of leaving games not for banning.

As Nick explained in his recent post on this issue, all complaints are acted upon, and mods/admin have access to all chat/game logs and user notes (remembering that any complains are also noted on the complainers profile)

In short, they can see if a user is abusing the system by, for example, always leaving when the opposing player is on a break, and can therefore take action if needed.

But there's no point in me re-typing everything! LOL!
