Well i know it's a bit complicated matter we're talking about here. But then i think i have got a very easy solution that ppl are missing here i.e.
"Only play ur levels"
no one ever push us to play a ranked game with newbies. play only if u want, how simple is that. Maybe we can add a feature, which allows us to create a room with a specific ranking level
for example:
Room Name: ds307's game
Game: Arcade Snooker
Players: 2
Ranked: yes
Ranking level: 850 to 900
so that only people ranked between 850 - 900 can play in that room. how about that?

u have the option to play who u want but what players want to know is if they have reset (which u can check) or if they have deleted and started over.

They do, and we find them too
The reset option was introduced recently to try to cut down on users who delete/recreate the same username to reset their stats.
At least with the reset option, you can see they have reset.
As damee already explained, the newbie rank adjustment means that although you may loose, the amount you lose is greatly reduced so you are actually better off playing them after they reset than before!
The simple fact is that the player is the same, no matter what the number says. They could just as well be a regular player who only plays friendlies.
People enjoy the game in many different ways, and those who like to race to virtuoso in the fewest games/shortest time possible, have just as much right to do so as those who want to win tournaments, or get the highest rank.

If you are eg an 850 player, you should be more than capable of beating a 700 player.
If you do not choose to play them then you are artificially keeping your rank higher than it should be, and you are therefore
not worthy of being the rank you are.

People don't play lower ranked players simply because they want a harder challenge and they gain little points against the lower ranked players.

i agree with damee the reason we dont play lower ranked players is the little points we acheive
but i find that even tho they are lower ranked they always get fluky and win lol and then take lots of points haha

You just proved his point i'm afraid.
As already mentioned, the ranking system is set up so it doesnt matter who you play.
All the consistantly best players (over years, not months or weeks) are those who play everyone.
I've just realised a very simple fix to a long running issue.
Introduce rank-limited access to games, but only for friendlies.
That way, if you are using it properly (to play a player of similar ability for a challenge) it matters very little, as rank won/lost is small. However, it prevents people using it to artificially maintain a high rank by never playing lower ranked players, who are capable of beating them, in ranked games.
That would benefit everyone.

To me there are 3 ways top players play in ranked games.
Some like to play everyone, be it virtuoso or novice (and the players in between), this offers the challenge of playing all different styles and getting to know more people.
Then there are players that will only play higher ranked players, because they like the challenge and dont want to lose to much rank.
Then you get players that play lower ranked players in the hope of getting the win % up and i the hope that the lesser player doesnt hit a little bit of form.
Whatever way a high rank player wants to play it, each carries there risks and rewards, the rank system is set up so that it is equal no matter what type players you play, therefore my funky friends, it matters not which of the 3 type of high rank players there are.
