Completely disagree. You say the test is one of safety play but where's the test in tapping a ball? The real test is in potting your ball and leaving the next person in a difficult position.
indeed, the safety aspect of the game is to pot your ball as well as getting it safe, that takes more skill than just tapping it

The thing is you have to have to be in a good position to purposely play to miss.
