I was thinking more on the lines of a complete frame.
I never thought of one of the players conceding.

If it's 15reds, then surely the answer is 24-0 with the same reasoning (player 2 concedes)

Player A pots all the balls with 1 shot and then pots the white so its 0 - 4 to Player B
Player B pots yellow and green then misses the brown so it is 0 - 9 to Player B
Player A pots brown and blue then misses the pink so it is 9 - 9
Player B pots the pink and misses the black so the score is 9 - 15 to Player B
Player A pots the black so the score finishes 16 - 15. So the lowest score is 16 - 15
