Sorry I have been drinking paaha!
AK - KQ3 flop - I raise he pushes I call - He has 9,10 - Turn is a K and the river is a Jack. One outters me for £250. Suck out

Couldn't agree more.
Your words echo mine so many times before "it takes two to tap"
If your opponent is worried enough to tap, then odds are your get a chance anyway if your not lucky enough to pot one when splitting.
I've never been timed out in a game. I often clip off the last red back to baulk on a break. I think that is a sensible shot.... If I follow that type of break with a similar clip off the pack until one of us fails to cover the lose reds. Just like real snooker.
Breaking to the rear of the pack is poor in my opinion, however the reply is to split the balls as much as possible while leaving it safe.... Then its only a matter of time until you get a half chance from a double or plant.
This way of playing works for me and ive never timed out.

There's an inconsistency that I need explained: People expect their opponent to smash, but if he doesn't and rolls up, they won't smash either! Why- because (in your opinion) you'll miss more than you pot. That's exactly the logic the opponent is using when rolling up in the first place.
If you're all for smashing, then just do it yourself. There is no reason anyone should ever get timed out during these games. Either you have breakoff and smash or the opponent rolls up and you smash. Should be done fairly quickly.

I meant it in the sense of 1 card, not the multiples of that card
The professional term is 1 outter due to not knowing the folded cards

No, the professional term is 4-outer, because there are 4 jacks left in the deck (thus 4 out-cards).
If that's a 1-outer, what do you call situations where there is actually only a single card in the deck that can help you (ex. when you have to complete quads or straight flush)?

I've just looked up the world series commentary rulings.
I am aware my casino annoucer will call a 1 outter, of a jack. Not to complete 4 of a kind or straight flush neither.
The annoucer will call for a 1 outter. Even if there are 4 jacks. The reason why "Folded/dead cards."
Apparently its different if a player can sting muliple cards ie J, Q or 10. Which would be called differently.

What is a commentary ruling??
Here's from pokerstars (http://www.pokerstars.com/poker/terms/glossary/)
Out - A card that will make your hand win. Normally heard in the plural. Example: "Any spade will make my flush, so I have nine outs."
Or in your case- any jack will make his straight, so he has 4 outs.
