don't mean to be rude but aren't only captains and vices allowed to make substitutions? or has this rule changed?

I had permission from my captain to sub in, and he said anyone could make subs in friendly games anyway, wouldn't of done it without permission

We have never had a rule that says only captains or vices can make subs.
Having said that, we prefer it if only captains or vices make subs, to avoid situations where captains lose control over their players. But most of the time, neither a captain or a vice is online when a sub is needed, so anyone can make subs.
