correct, just think if more than 16 enter and you lose your qualification round, what embarrassment that would be

Best of 15 is a lot. Why not first to 5? Then I wouldn't keep failing after winning 5 frames haha. Would have won last round 5-1 and this one 5-0 but instead they always come back!
